To all of these whose these Presents shall come, GREETING : -
WHEREAS It is Our Will and Pleasure to ordain the organization of Our Government and offer this Decree for the next session of the Council of the Realm to revise or confirm should it be requested by a Royal Councillor;
LET IT THEREFORE BE ORDAINED AND DECLARED, BY OUR WILL AND PLEASURE to so constitute the following Govenment and Civil Service Organization Act, 1663 as Law of Our Realm, subject to the constitutional authority and review of the Council of the Realm on these matters: -

GOVERNMENT AND CIVIL SERVICE ORGANIZATION ACT, 1663
An Act to provide for the organization of the His Majesty's Government and providing for a Civil Service; among other purposes.
BE IT ENACTED by His Most Wechua Majesty, the King of the Wechua, Son of Inti, as follows: -

ARTICLE 1: CITATION.
This Act shall be officially cited as the Government and Civil Service Organization Act, 1663.

ARTICLE 2: THE GOVERNMENT OF THE WECHUA NATION.
(1) The Government of the Wechua Nation as constituted under Title V of the Constitution of 1663, shall form the executive committee of His Wechua Majesty's Government ('the Government')
(2) It shall consist of the Prime Minister (Inkap Ratin) and a number of Ministers appointed under Title V of the Constitution of 1663, each heading a single Ministry as constituted in the first Schedule of this Act.
(3) The Prime Minister (Inkap Ratin) may amend the provisions of Schedule I to constitute, merge or abolish ministries, subject to the law and subject to the provision that the new ministerial structure as constituted by the Prime Minister's order shall span the full breadth of the government's constitutional responsibilities.
(4) The Prime Minister may by order make provision for each Minister to be assisted by a number of Secretaries of State, and he may further determine which of these Secretaries of State shall attend the regular meetings of His Wechua Majesty's Government.
(5) The King shall, at the advice of the Prime Minister, appoint as Deputy Prime Minister and Keeper of the Seals; the appointment shall be in addition to their Ministry, and they shall deputise for the Prime Minister in his absence, and act as Prime Minister upon resignation, death or removal of the Prime Minister from office until a successor is appointed.
(6) The title of Ambassador Plenipotentiary shall be given to the Minister heading the Ministry responsible for Foreign Affairs;
(7) The titulary of each Minister shall be established in the first Schedule of this Act and amended accordingly whenever the departmental structure of His Wechua Majesty's Government is changed.
(8) No part of this article shall be so construed as to debar a Minister from being appointed to multiple Ministries.

ARTICLE 3: ADMINISTRATIVE SUPPORT OF GOVERNMENT DEPARTMENTS
(1) His Wechua Majesty's Civil Service shall provide administrative support and impartial advice to each Ministry.
(2) To this end, the Head of the Civil Service shall, with the approval of the Minister heading the said Ministry, appoint for each Ministry a Permanent Deputy Minister to head the Civil Service in each Ministry;
(3) All duties of a non-political and administrative character imposed upon a Minister by any Act of the Council of the Nation or Statutory Instrument, such as but not limited to the maintenance of registers and the execution of the census, shall in principle be devolved to the Civil Service under the responsibility of the Minister, unless the Minister in question wishes to assume the said duty himself.
(4) The Civil Service shall be accountable to His Wechua Majesty's Government ('the Government') or the members of the Government served by them, and the Government or any member shall accordingly account to the Imperial Assembly for the actions of the Imperial Civil Service or its members;
(5) The Minister heading each Ministry shall have full authority to ask the resignation or reassignment of the members of the Civil Service serving their Department, and may give instructions to the Civil Service of a binding nature where such instructions do not require the Civil Service to engage in an activity of a party-political or unlawful nature;
(6) The Prime Minister shall act as Minister responsible for the Imperial Civil Service; the Head of the Imperial Civil Service shall report directly to them and be accountable to them.

ARTICLE 4: ROYAL ASSENT.
This bill will officially become law once it has received Royal Assent as constitutionally established.
