B-023: The Local Government Act, 1677

Madam Speaker, distinguished colleagues,

The measure before this honorable House operationalizes several commands of our Constitution. 

As should be expected from a Republic, local government should be strong, and governance should be people-centered, which is why we have come up with this framework. Observers will note that I have brought to Alduria an innovation that I introduced from the Kingdom of the Union of Caputia, the Civic Assembly and the Youth Assembly, which are local institutions designed to serve as a school, if you will, or an incubator for citizenship and civic practice.

Both are also excellent institutions to get a pulse of the public, as they can serve as a wellspring of public opinion, and an excellent gauge of public sentiment. I therefore commend this bill to this honorable House.
