Quote:Pursuant to my authority as President of the Republic of Alduria, and the provisions of the Constitution of Alduria, I hereby promulgate the following:

SECTION I. Ratification of the Treaty of Friendship between the Republic of Alduria and the Çeridgul.
  1. The Republic of Alduria ratifies the Treaty of Friendship with the Çeridgul, attached to this Order in Schedule I.
  2. The President of the Republic, in coordination with the Prime Minister and the Secretary of State, shall provide through additional presidential orders for the enforcement of this order.
SECTION II. Ratification of the Joint Memorandum of Understanding Regarding Çer Irregulars in the Green.
  1. The Republic of Alduria ratifies the Joint Memorandum of Understanding Regarding Çer Irregulars in the Green, attached to this Order in Schedule I.
  2. The President of the Republic, in coordination with the Prime Minister, the Secretary of Defense, and the Secretary of State, shall provide through additional presidential orders for the enforcement of this order.

DESIRING to formalize a genuine friendship as neighbors in the Euran continent, noting as its central principles as mutual respect, peaceful coexistence, and cooperation, the Republic of Alduria and the Çeridgul gather together to affirm the following as an Agreement of Friendship and Cooperation between themselves: -

ARTICLE 1.
1. The people of Alduria and the Çerid extend each other a Perpetual State of full recognition of each others' posessions, lands, and people, and afford to one another the mutual respect and dignity that comes with recognition, resolving to solve any conflicts or disagreements through peaceful resolution to ensure that they are never estranged from one another.
2. The Republic of Alduria and the Çeridgul shall refrain from committing hostile acts against each other, whether overt or covert, in affirmation of a common desire to maintain peace and affirm their friendship.
3. The Republic of Alduria and the Çeridgul shall respect the diplomatic envoys of each other, their diplomatic correspondence, and their offices, as well as all other government structures of each other.
4. The Republic of Alduria and the Çeridgul shall recognize any titles and other honors granted by their respective Leaders and Governments to their citizens and to other persons, and vice versa.
5. The Republic of Alduria and the Çeridgul may appoint an ambassador or envoy to the other in order to foster good relations. The host nation shall reserve the right to expel an ambassador or envoy found to have committed any activities that are in contravention of either any part of this Treaty or its own laws.

ARTICLE 2.
1. The Çeridgul grants the Republic of Alduria permission to host the ALDS Alexandria Mary at the docks of Gejlak Beach to serve as the Embassy of the Republic of Alduria.
2. The Republic of Alduria grants the Çeridgul the appropriate lands and other needful buildings or facilities in the city of Punta Santiago from which to establish an Embassy of the Çeridgul in the Republic of Alduria.

ARTICLE 3.
1. The Republic of Alduria and the Çeridgul shall not erect unnecessary or burdensome barriers to trade, and shall always accord equitable treatment to the Çerid, persons, properties, enterprises, and other interests of nationals and companies of the other.
2. The Republic of Alduria and the Çeridgul shall undertake to make available facilities practicable for travel by tourists between each other with respect to their entry, sojourn and departure, and for the distribution of information for tourists.
3. There shall be between all the territories of the Alduria and all the territories of the Çeridgul a reciprocal freedom of commerce. The citizens of the two countries, respectively, shall have liberty, freely and securely, to come with their ships and cargoes to all proper and legal places, ports and rivers in the territories of either, to which other foreigners, or the ships or cargoes of any other foreign nation or State, are, or may be, permitted to come; to enter into the same, and to remain and reside in any part thereof, respectively; to hire and occupy houses and warehouses, for the purposes of their residence and commerce; to trade in all kinds of produce, manufactures and merchandise of lawful commerce; and generally to enjoy, in all their business, the most complete protection and security, subject to the general laws, customs, and usages of the two countries respectively.

ARTICLE 4.
This Treaty may only be amended, revised, enlarged and expanded upon the concurrence of both Republic of Alduria and the Çeridgul. Any contrary action or measure shall be null and void.

ARTICLE 5.
This Treaty shall enter into force upon ratification by the governments of the Republic of Alduria and the Çeridgul, by whatever constitutional method is used in said nations.

ARTICLE 6.
Either country may withdraw from this Treaty provided that seven days' written notice (defined as a post on the forums or wikis of both nations by the withdrawing nation's leader, ratified by whatever legislative procedures are necessary) is given.

Joint Memorandum of Understanding Regarding Çer Irregulars in the Green
WHEREAS the presence of bands of raiders of Çer extraction has become, for the peaceful inhabitants of northwestern Eura, detrimental to life, property, and the capacity to enjoy either, the Household of the Great Speaker of the Çerid, by the authority of the Vocal Assembly duly gathered, promises to the Government of Alduria, and shall immediately endeavor, to enact the following provisions.


1. All bands of Çer irregulars traveling and operating within the Razamin Gap shall be granted an amnesty of two Years of Unbinding (equal to approximately ten months Anno Nortone), dating from the ratification of the Treaty to which this Memorandum is attached, during which each is to cease any violent or coercive actions, whether against Çer or non-Çer, other than those taken to defend oneself or others from attack. The amnesty period shall be used to disseminate the terms of the Memorandum.

2. Any such band of irregulars choosing to remain in the Razamin Gap must signal its acceptance of the terms of amnesty by traveling beneath the flag of Çeridgul, also known as the Banner of the Eyes of Taghli. This condition shall apply until the Government of Alduria and the Household of the Great Speaker decide by mutual agreement that it is no longer required.

3. Any Çer irregulars in the Razamin Gap who fail to comply with the above provisions prior to the expiration of the amnesty, or who subsequently violate them, shall be deemed to have renounced their affiliation to Çeridgul and to be enemies of the same. Should the noncompliant irregulars approach any Community of the Çerid, that Community is encouraged to raise its militia to pursue and subdue them, and shall be sanctioned for aiding them.
 
4. The Household of the Great Speaker commits itself to convey to the Government of Alduria any knowledge gathered by its Speakers regarding the whereabouts of noncompliant irregulars.
