Vote Counting Policy

While the ruling of the admin will always supersede this policy, this is how I will conduct vote counting. In the event the admin has designated a different vote counting method, this will be noted in the voting thread.

1. In the event a party has a playing character attached to it and no member of that party votes, the entire party will be recording as abstaining in a vote.

2. In the event a party has at least one playing character attached to it and they all vote the same way, the party entire party will be recorded as voting that way unless the leader casts an NPC vote of a member of their caucus differently.

3. Party leaders may, to further role-play or a particular arc within the party or generally, cast NPC votes against the way they, the playing character, are voting. They should specify with such a vote how many deputies follow that defection, unless they wish for the Speaker to make that assessment randomly in which case they should note that in their vote.

4. In the event a party has no playing characters attached to it, the Speaker will assign their votes in line with their position listed in their party platform posted in the previous election. In the event that there is no clear position in their party platform on an issue or vote or the matter is no pro-forma or non-controversial in nature, the Speaker will tabulate their votes as abstentions.

5. In the event the outcome of a vote is changed as a result of the Speaker's assessment of how an entirely NPC party would have voted in a division, the Speaker will first run the proposed vote total by the admin for approval, edit, or disapproval.

6. In the event there are multiple playing characters for a political party and multiple playing characters cast contradictory votes in a division, the Speaker will split the total vote of the party with the following considerations:

-The Speaker will consider the "whip" level of the Party Leader. The higher the whip, the fewer votes will follow rebellious members. In the event the party leader does not issue a whip, then it will be considered a Level 1 whip. Whips may vary from "Free Vote" which means the party leader is casting their vote but is allowing everyone in the party to make up their own minds up to a Level 4 Whip which tells party members to vote the party line or likely be expelled from the party. Please note that a Level 4 whip or constant use of Level 3 whips may result in members resigning their party, at the discretion of the admin team.

-The quality of the debate put forward by both sides

-The seniority of the rebel voters (may also include their expertise on the issue pending before Parliament)

-A random dice roll

The Speaker will then estimate how the party would divide and will have the estimate approved by an admin before announcing the result. The minimum number of votes assigned to the rebels will be the number of playing characters rebelling.
