Transitional Government of the Republic of Alduria
ORDER 001

Pursuant to my authority as President of the Republic of Alduria, and the provisions of the Constitution of Alduria, I hereby promulgate the following:

SECTION I. The Transitional Government of the Republic of Alduria.
1.    The Transitional Government of the Republic of Alduria shall exercise powers of government temporarily in order to provide for the effective administration of Alduria during the period of transitional administration, to establish conditions of security and stability, to create conditions in which the Aldurian people can freely determine their own political future, including by advancing efforts to restore and establish national and local institutions for representative governance and facilitating economic recovery and sustainable reconstruction and development.

2.    The Transitional Government is vested with all executive, legislative and judicial authority necessary to achieve its objectives as established by the Constitution, to be exercised under relevant laws and provisions of the Constitution. 

3.    Unless suspended or replaced by the Transitional Government or superseded by legislation issued by democratic institutions of Alduria, laws in force in Alduria shall continue to apply in Alduria insofar as the laws do not prevent the Transitional Government from exercising its rights and fulfilling its obligations, or conflict with the present Constitution or any other law.

SECTION II. The Cabinet of the Government of the Republic of Alduria.
1.    The Cabinet of the Government of the Republic of Alduria shall be composed of the President, the Prime Minister, and all of the Cabinet Department Secretaries and any other Cabinet-level appointed officials, as expressed in Article 32 of the Constitution.

2.    The following Cabinet Departments shall be established:
a.    Department of State;
b.    Department of Finance and Commerce;
c.    Department of Defense;
d.    Department of Justice;
e.    Department of Interior.

3.    Each Department shall have one Secretary and at least one Undersecretary; the Secretaries appointed as members of the Cabinet, and the Undersecretaries shall be public officials in political service.

4.    The Secretaries shall direct and control the heads of local administrative agencies concerning relevant duties.
