West Baatharzi and Altusian Enabling Act, 1680

An Act to provide for the territorial organization of new settled Aldurian lands and establishing two Autonomous States, among other things. 
BE IT ENACTED by the duly elected Parliament of the Republic of Alduria assembled, - 

ARTICLE 1.Citation, Applicability.
  1. This Act shall be cited as the West Baatharzi and Altusian Enabling Act, 1680. 
  2. This Act shall be applicable to all of the Republic of Alduria. 
ARTICLE 2.Organization of New States and Autonomous Regions. 
The following subnational entities are set up from the recently acquired lands in the continent of Eura, and are hereby declared to be a State or Autonomous Region of the Republic of Alduria, declared admitted into the Republic on an equal footing with the other States in all respects whatever, found to be in conformity with the Constitution of the Alduria, and are hereby accepted, ratified, and confirmed: 
  1. The State of Altus; 
  2. The State of Rothborne; 
  3. The State of Nouradin; 
  4. The State of Alcalá; 
  5. The State of Carrillo; 
  6. The Ladino Autonomous Region; 
  7. The Baatharzi Autonomous Region. 
ARTICLE 3.Territory of the Newly Established States and Autonomous Regions. 
  1. Schedule 1 of this Act shall provide for the territorial borders and boundaries of each of the States and Autonomous Regions established by this Act in Article 2.
  2. Each of the States and Autonomous Regions hereby created shall consist of all their established territory, together with the territorial waters appurtenant thereto. 
ARTICLE 4.Governments of the Newly Established States and Autonomous Regions. 

The constitutions and forms of government of the States and Autonomous Regions hereby created shall always be republican in form and shall not be repugnant to the Constitution of the Republic of Alduria. 

ARTICLE 5.Commencement, Severability. 
  1. This Act shall go into effect immediately upon constitutional passage. 
  2. The provisions of this act are severable. If any part of this act is declared invalid or unconstitutional, that declaration shall not affect the part which remains.

Madam Speaker,

This bill takes an important step forward by setting up states and autonomous regions so that our new lands can have the representation that they deserve on a regional and local level. I welcome these new lands to the Republic, and look forward to working along side them to strengthen Alduria. I hope the whole house will join me in voting for this common-sense piece of legislation.

Madam Speaker,
 
It is good to see our nation growing and organizing new states and regions. This Government pretends to govern for the continued growth and expansion of our country, but in another bill, they seek to limit it. I do not understand the logic behind these contradictions. I rise in support of this Bill, calling upon this government to cease this odd contradiction and halt the growth and expansion of this great country.
