Authorization of Use of Military Force Act, 1680
An Act to provide for the authorization of military force and for funds to protect the Republic of Alduria, and for other purposes
BE IT ENACTED by the duly elected Parliament of the Republic of Alduria assembled, -

ARTICLE 1. Citation.

This Act may be cited for all purposes as the ‘Authorization of Use of Military Force Act, 1680.”

ARTICLE 2. Authorization of Military Force

The Parliament of Alduria fully authorizes any reasonable use of military force in order to protect the Republic of Alduria against any incursion or threat directly or indirectly linked to the attacks by The Iron Company against the security interests of Alduria.

ARTICLE 3. Restrictions

1. The President of the Republic shall have the power to restrict any use of military force.

2. All military actions shall conform with the established internal rules or directives established by the Department of Defense that define the circumstances, conditions, degree, and manner in which the use of force, or actions which might be construed as provocative, may be applied.

3. This AUMF is subject to amendment and revision by this Parliament at any time.

ARTICLE 4. Duration

This AUMF shall remain in force until repealed by Parliament or by a declaration by the President which has been approved by the Cabinet and countersigned by the Prime Minister that the underlying threat has been contained and that the use of force is no longer necessary or required.

ARTICLE 5. Appropriations

1. The Secretary of Defense shall be empowered to use any funds whatsoever required to address this crisis that are not designated for any other purpose.

2. In the event a deficiency of funding shall exist, the Secretary of Finance shall undertake debt to finance the needs of the Department of Defense.
 
ARTICLE 6. Commencement.

This legislation and all the provisions therein shall come into force upon receiving proper constitutional approval.         

Parliament will now come to order to consider this bill, presented by the Prime Minister on behalf of the Government.

Madam Speaker,

As Parliament will be aware, The Iron Company has continued its campaign of aggression against our ally, the Florian Republic. They have also taken on a hostile posture in the past against Alduria, and represent a clear and present threat to our trade routes and our allies. This cannot be allowed to stand.

I start on the outset, Madam Speaker, by emphasizing that this resolution authorizes the President to use force. It does not command it. It is my great hope that The Iron Company will come to reign in its aggression, make restitution, and come to the table to restore peace diplomatically. That is the ideal outcome for all sides. With this said, if The Iron Company refuses to see reason and attacks the interests and trade routes of Alduria and its allies--we must take decisive action to restore order and peace. 

This AUMF gives the President the tools to take force, if necessary, to restore this order. Given the threats to Alduria and its allies, we must step up and be ready to defend our interests, if necessary. It is regretful that this AUMF is needed--but we must be ready to restore order if The Iron Company will not see reason. Therefore, I commend this bill to Parliament and ask for your support.

Madam Speaker,

As I have noted previously, the reckless actions of the Iron Company in attacking the territory of an ally, and in endangering the safe navigation of the seas so-close to our own shores, represents a danger to the safety and interests of the Aldurian Republic. The hostile attitude, and conduct more generally, of the Iron Company gives me no cause for expecting a peaceful resolution to the present imbroglio; we must make every prudent preparation for in case it shall require the force of arms to restore a measure of sanity and good order along this, our very own portion of Eura's sacred shores.

I commend the Prime Minister for presenting this timely measure.
