Order 045: Military Medical Services

ORDER 045


In accordance with Title I, Article 12 of the Constitution, which provides that the Republic of Alduria shall promote public health care, public education and schooling, schemes for social welfare, among others, and the development, research, and expansion of knowledge in all sciences, including the natural and social sciences; and 

In accordance with Title I, Articles 22 and 24 of the Constitution, which provides that the President of the Republic is Head of the armed forces and appoints to the civil and military posts of the state, and

In accordance with Section II, 8 of Order 018 which provides that, “The organization of the Headquarters of each service of the Armed Forces, and other necessary matters shall be prescribed by presidential order,” and 

In accordance with Section II, 9 of Order 018 which provides that, “When necessary for military purposes, joint units and other agencies may be established under the direction and supervision of the Secretary of Defense, as prescribed by Presidential order,” and

In accordance with Section IX, 6 of Order 018 which provides that, “Further provisions for the Aldurian Army Academy shall be made by presidential order,”

Pursuant to my authority as President of the Republic of Alduria, and the provisions of the Constitution of Alduria, I hereby promulgate the following:

SECTION I. There is hereby established within the Headquarters of the Joint Chiefs of Staff an office to be known as the Office of the Surgeon-General of the Aldurian Armed Forces, headed by a Surgeon-General of the Aldurian Armed Forces, who shall hold the rank and emoluments of Lieutenant General in the Army or Air Force, or Vice Admiral of the Navy or Coast Guard, as appropriate, and who shall be a licensed medical professional, to be appointed by the President, and serve for a five-year term. The Surgeon-General shall have a staff complement as he shall require. The Surgeon-General shall have charge over all health care matters pertaining to the Aldurian Armed Forces, and shall report directly to the Secretary of Defense. 

SECTION II. There is hereby established in each Headquarters of the Armed Forces, in the Aldurian Army, Aldurian Navy, Aldurian Air Force, Aldurian Coast Guard, Aldurian Border Guard and Aldurian Support Services, an Office of the Chief Surgeon, headed by a Chief Surgeon, who shall hold the rank and emoluments of Major General in the Army or Air Force, or Rear Admiral in the Navy or Coast Guard, as appropriate, and who shall be a licensed medical professional, to be appointed by the President, and serve for a five-year term. The Chief Surgeon shall have charge over all health care matters pertaining to their respective branch of service, and who shall administratively report to the Surgeon-General of the Aldurian Armed Forces. Each branch of service shall have a Medical Corps., as each Chief Surgeon shall promulgate and require. Each Chief Surgeon shall have an office staff complement as they shall require.

SECTION III. There is hereby established in each Headquarters of the Armed Forces, in the Aldurian Army, Aldurian Navy, Aldurian Air Force, Aldurian Coast Guard, Aldurian Border Guard and Aldurian Support Services, an Office of the Chief Nurse, headed by a Chief Nurse, who shall hold the rank and emoluments of Brigadier General in the Army or Air Force, or Commodore in the Navy or Coast Guard, as appropriate, and who shall be a licensed nursing professional, to be appointed by the President, and serve for a five-year term. The Chief Nurse shall have charge over all health care matters pertaining to their respective branch of service, and who shall administratively report to the Chief Surgeon of their respective branch of service. Each branch of service shall have a Nursing Corps., as each Chief Nurse shall promulgate and require. Each Chief Nurse shall have an office staff complement as they shall require.

SECTION IV. There is hereby created under the Department of Defense an Office of Emerging Medical Threats, headed by a Director, who shall be a licensed medical professional, to be appointed by the President, and serve for a five-year term. He shall report directly to the Secretary of Defense, and shall have a staff complement as he shall require, and coordinate efforts with the Office of the Surgeon-General of the Armed Forces and the Offices of the Chief Surgeons. 

SECTION V. The Surgeon-General, Chief Surgeons, and Chief Nurses are authorized to promulgate orders to carry out their functions in accordance with law, this Order, and other orders from their superior officers.

SECTION VI. This Order takes effect on its approval.
