Autonomous Regions Freedom Act, 1684
An Act to provide greater autonomy for self-government to the Autonomous Regions of Alduria, and for other purposes.

BE IT ENACTED by the duly elected Parliament of the Republic of Alduria assembled, -

Article 1. Citation.
  1. This Act shall be officially cited as the Autonomous Regions Autonomy Act 1684.
  2. This Act shall apply to the entirety of the Republic of Alduria.
Article 2. Devolution of Powers
  1. All powers not expressly granted to the Federal Government of the Republic of Alduria shall be vested with any regional assembly that may be democratically elected for any Autonomous Region of Alduria.
  2. In the event no democratically elected regional assembly exists, the laws of the Republic of Alduria shall be binding upon any Autonomous Region.
  3. The Parliament of Alduria may, from time to time, pass legislation that shall apply to any autonomous region irrespective of this act, but such legislation shall denote in its Commencement section that the law shall apply to the autonomous regions of Alduria, otherwise the law shall be unenforceable within the autonomous regions of Alduria.
  4. All legislation passed by the Parliament of Alduria prior to the commencement of this act shall be considered law in the autonomous regions of Alduria, unless the legislation shall be a Constitutional Amendment or address an issue specifically given to the National Government under the Constitution of Alduria. 
  5. The regional assemblies of the Autonomous Regions may, through their respective Constitutional processes, repeal legislation not expressly given to the National Government in the Constitution.
Article 3. Confirmation of the Devolution of Education

Autonomous regions shall have control in setting their curriculum and running their school systems, so long as no policy enacted by the autonomous region shall infringe on the liberties outlined in the Constitution of Alduria.

Article 4. Commencement, Severability.
  1. This act shall not become law until it has received proper constitutional approval and shall come into force 60 days from its Constitutional passage.
  2. The provisions of this act are severable. If any part of this act is declared invalid or unconstitutional, that declaration shall not affect the part which remains.
