One of the most chronic health problems in Alduria is the high incidence of cancer among its citizens from the residual radiation and pollution from the Babkhan Holocaust.

Due to this serious health crisis, local states and cities have taken upon themselves to provide health care services to its citizens. These were all organized under the jurisdiction and central coordination into the Office of Health Care Services in the Secretary of the Interior. Funding from the national government began to flow into local health care cooperatives, which then awarded grants for the building of new clinics and hospitals.

The pervasiveness of this health crisis and the increased spending from the Government of Alduria began attracting so-called doctors and specialists on cancer that offered bad advice and administered bogus "treatments" and applying "secret serums" and "health libations". These companies proliferated druing the early unregulated times of the founding of the Republic. Terrible business practices, price gouging, and predatory lending spiraled out of control and threatened to sink the nascent economy of the Republic.

This led to domestic policy reforms and administrative actions which outlawed many of these predatory practices. This included a massive propaganda campaign that increased the visibility of the newly created Office of Health Care Services and the developing national single-payer health care system.
