I am Içwed; I speak for the Great Household, and for the Çerid.

We have recently become aware of the emergence of your people. We rejoice! For while the untamed Green lends many opportunities for adventure and riches, there is already much of it in Eura and it holds dangers enough; a peaceful neighbor is a blessing. If you bear us no ill will, then we bear you none.

I have told the Household of the draft treaty you make available to the Speakers of other peoples. They have made no determination yet as to whether it would prove agreeable to us; the Household does not rule the Çerid as the governments of humans rule their peoples, and it must take care not to agree to some thing which it cannot bind the Çerid to do.

With this said, I  offer on the Household's behalf the following points of understanding, which it is hoped may be agreeable to the Aldurian government, until such time as a more formal agreement is reached:
  • The Great Household shall organize no hostile action against Aldurian territory or citizens.
  • Çer bands in the desert Green are known to raid and rob settlements and travelers. While there, they are beyond both the remit and the protection of the Great Household, which disavows them and encourages Aldurian agents to take such action against them as is necessary. Should the guilty return to Çer soil without being apprehended, our traditions do not allow for them to be extradited or directly punished for actions taken elsewhere, but to avoid stains to Çer honor the Speakers will be empowered to attempt to seize such spoils as the guilty bring with them, so that they may be returned to their owners.
  • On a related note, should Alduria wish to send goods overland across the desert, the Great Household will be happy to forward a list of known reputable bands that, for a fee, would provide experienced armed security and/or transport as part of a caravan.
  • Aldurian citizens shall, provided they bear no military purpose, be permitted to establish facilities and trade at Gejlak Beach, in the same manner as other peaceful non-Çerid. (Travel through Çer lands shall also be permitted, but should be undertaken with care and with an understanding of the traditions of Çer property and the consequences of violating them; the custodian of a property is well within her rights to expel trespassers.)
  • The Great Household wishes to ensure, in the interest of cordial relations, that the Aldurian government understands that the region between Çeridgul proper and the south bank of the river is inhabited by Çerid in good standing, and that it is the intention of the Household to eventually bring this region under its remit.

Your Excellency,

I wish to convey the warmest of greetings to the Çerid and to the Great Household from the people of Alduria and from Our President, Alejandro Campos.

The Aldurians are a peaceful people. The Government of Alduria reflects this through its commitment to the peaceful coexistence of Alduria with all nations in Micras. We bear no ill will to any nation and seek only to build a nation for our people that is prosperous, safe, and free. We welcome the Çerid delegation to Alduria, and share their desire for peace and coexistence in Eura.

Many of our people have suffered mightily from the violence wrought by the Çer bands in the desert Green. The survival of our nation, a beacon of hope for many of Micras' stateless refugees, depends on our ability to peacefully enter into trade with our neighbors and transport goods across the dangerous Euran interior. We understand that these bands are not sanctioned or supported by the Great Household. But we do ask, as a guarantee of true coexistence and peace in Eura, for the help of the Great Household in ending the violence. We remain open to amenable and concrete steps from the Great Household to aid in the maintenance of the common peace.

We welcome future agreements that will provide more details to our relationship as Euran nations. We understand that there are great differences between our cultures and nations, however, we believe that this is no impediment to a friendship based on the mutual respect, cooperation, and genuine friendship.

We find the terms of understanding agreeable, and highlight our request for aid in securing the survival of the Aldurian people by helping bring the raids by the Çer bands to an end.

Desirous of good relations, we remain humbly available to you, especially to help secure such lands and buildings necessary for the establishment of a permanent diplomatic mission from the Great Household and the Çerid people in our capital, Punta Santiago. We also remain available to provide such facilities necessary for the mission to live comfortably in Punta Santiago.

The concerns of the Government of Alduria concerning the raider bands have been heard. The Household has laid these before the Vocal Assembly in Gultaj, with representatives of the unorganized territories in attendance, and several things were there noted, namely: that the ability of the inhabitants of northern Eura to trade among each other, not least the Çerid themselves, is inhibited by the presence of the raiders, who are egalitarian in their choice of targets; that the value of the land in the unorganized territories north toward the river would have reason to rise in the event of unmolested trade routes passing nearby; and that the raiders' activities constitute a stain upon the honor of the Çerid, which should be seen with wonder and awe across the face of the world.

These points were agreed by the Assembly, which by majority vote and additional demonstration of opinion has duly authorized the Household to organize several measures:
  1. Using the recent occasion of a new trade deal with the Octavian Import-Export Corporation to our advantage, an amnesty of two Years of Unbinding from this date shall be extended to the raiders; this equates to approximately ten months in the Anno Nortone calendar, terminating on 15.XII.1672. Within this period, a band previously engaged in raiding may without punishment return to the lands of their kin in the Glittering Canyons region - in which we expect greater economic opportunities due to the OIEC's recent investment in silver mining - or alternatively may revert to some other peaceful lifestyle while traveling faithfully beneath the Banner of the Eyes of Taghli to show their intentions.
  2. Any band that fails to do either of these things within the amnesty period, or which dares to slight Taghli by using Her banner as a deception, shall be considered cast out. The known presence of such a band near to Çer lands shall be grounds for the local Communities to raise militias and hunt them down. Any Community found to be aiding such a band will be subject to sanctions.
The Household hopes that these measures prove reassuring to the Aldurian people, and make it clear that the Çerid share their desire for prosperity unmolested by violence.

The Household has also reviewed the offer of the Government of Alduria to aid in the establishment of a permanent mission in Punta Santiago, and finds it quite agreeable. Likewise, the Çerid shall render what aid they can for the establishment of an Aldurian mission at Gejlak Beach, should you wish it - though it must be understood that our construction capabilities tend toward more traditional methods and may lack certain amenities.

1. The Çeridgul grants the Republic of Alduria permission to host the ALDS Alexandria Mary at the docks of Gejlak Beach to serve as the Embassy of the Republic of Alduria.
2. The Republic of Alduria grants the Çeridgul the appropriate lands and other needful buildings or facilities in the city of Punta Santiago from which to establish an Embassy of the Çeridgul in the Republic of Alduria.

ARTICLE 3.
1. The Republic of Alduria and the Çeridgul shall not erect unnecessary or burdensome barriers to trade, and shall always accord equitable treatment to the Çerid, persons, properties, enterprises, and other interests of nationals and companies of the other.
2. The Republic of Alduria and the Çeridgul shall undertake to make available facilities practicable for travel by tourists between each other with respect to their entry, sojourn and departure, and for the distribution of information for tourists.
3. There shall be between all the territories of the Alduria and all the territories of the Çeridgul a reciprocal freedom of commerce. The citizens of the two countries, respectively, shall have liberty, freely and securely, to come with their ships and cargoes to all proper and legal places, ports and rivers in the territories of either, to which other foreigners, or the ships or cargoes of any other foreign nation or State, are, or may be, permitted to come; to enter into the same, and to remain and reside in any part thereof, respectively; to hire and occupy houses and warehouses, for the purposes of their residence and commerce; to trade in all kinds of produce, manufactures and merchandise of lawful commerce; and generally to enjoy, in all their business, the most complete protection and security, subject to the general laws, customs, and usages of the two countries respectively.

ARTICLE 4.
This Treaty may only be amended, revised, enlarged and expanded upon the concurrence of both Republic of Alduria and the Çeridgul. Any contrary action or measure shall be null and void.

ARTICLE 5.
This Treaty shall enter into force upon ratification by the governments of the Republic of Alduria and the Çeridgul, by whatever constitutional method is used in said nations.

ARTICLE 6.
Either country may withdraw from this Treaty provided that seven days' written notice (defined as a post on the forums or wikis of both nations by the withdrawing nation's leader, ratified by whatever legislative procedures are necessary) is given. 

Alduria also requests the inclusion of a description of the terms the Vocal Assembly has agreed to be added to this Treaty as a Joint Memorandum of Understanding, to enshrine the commitments we have made to each other to peacefully coexist.

As a mark of respect, we have also included in the treaty above a freedom for commerce between our people. This freedom will guarantee that both countries will enjoy a prosperity that will further enrich the peace between our people.

While we have little experience of the art of writing international agreements, we have produced the following for your consideration:

Should the noncompliant irregulars approach any Community of the Çerid, that Community is encouraged to raise its militia to pursue and subdue them, and shall be sanctioned for aiding them.
