FONTAINEBLEAU, NAPOLEON -- The Aldurian Capital District, along with the states of Biscarrose, Asuara, Compostela, Napoleon, Valenciana, and Valladares, have set records for tourist tax collections in the recently ended budget year, and is looking for another strong year ahead.

Each state allocates the revenues of its Tourism Development Tax differently, but the states of Biscarrose, Asuara, Napoleon, Valenciana, and Valladares, collectively known as the Southern Aldurian Riviera, have all earmarked the high tax revenue to increase tourism marketing, improving beaches and parks, sustainable waste management, and more tourism-related capital projects.

Newly released data shows that the states collected on average 18.7 million Aldurian ecus. The revenues come from a Tourism Development Tax on hotel rooms and other short-term rentals that each state has individually implemented. The total collections exceeded estimates from the Department of Interior's Office of Tourism had predicted at the beginning of the budget year by several million ecus.

The Office of Tourism is projecting a 3.6% increase in tourism for 1679 AN, fueled by the rise in tourism especially from neighboring Constancia. Tourists are also coming in droves from Natopia, Ransenar, the Wechua Nation, and the Florian Republic.

Experts believe that the tax collection growth will continue as tourism numbers continue to grow.

NARBONNE, ALDURIA (NABC NEWS) -- A national unity convention held by the National Congress for Social Democracy and the Communist Party of Alduria has resulted in a merger of both parties into the Democratic Farmer–Labor Party of Alduria.

Leading the merger effort over the course of a week-long unity convention was Elijah Garza, the head of the Communist Parliamentary Party and MP from Mondego. The idea was born from what he called "the Garza Plan", a document that circulated among leftist politicians that called for a grand alliance of the left. The results of the first national general election led to what he called a "crisis of purpose."

Nadya Camile Albert, the leader of the Social Democrats, chaired the Fusion Committee. The Committee also had key labor and farmer union leaders from around the nation, including the Aldurian Union of Teamsters and the National Labor Union.

The convention approved a series of resolutions and legal documents that formalized the union of the parties, adopting a common platform and statement of values - among them the declared aim to "keep a grand union of the Aldurian left" to "fight for the Aldurian worker" and "shared prosperity".

The new party will merge its parliamentary parties, creating a new caucus in Parliament that will hold 26 seats. It would become the fourth largest political party in Parliament.

The convention was called by the individual Party Congresses of each party, held over seven days at the Narbonne Convention Center.

The convention elected Nadya Camille Albert as its Temporary Leader, to serve the party as Leader for the next few months as the party conducts an internal primary contest for leader. As Temporarly Leader, Ms. Albert will be barred from pursuing leadership herself in the upcoming internal primary contest.

PUNTA SANTIAGO, ALDURIA (NABC News) -- The Aldurian Union of Teamsters and two of the nation's largest shipping companies started negotiations today, during which progress has been made on their labor contract talks, however, “many” outstanding issues remain, according to a union leader overseeing the talks.

The AUT voted to strike overwhelmingly two days ago, as negotiations for a five-year contract broke down. AUT Vice President Fernando Litte said, ”Progress has been made, but there are still many of our memberships’ issues that remain unresolved,” according to a letter sent to members Thursday.
 
The strike is set to begin in two weeks. Roughly 50,000 union workers with Alduria Logistics and Kerularios & Company are walking picket lines outside the port facilities of the City of Punta Santiago.
 
“This strike is for all the right reasons: to raise the standard of living of our members and their families and for workers across this city, to achieve true job security, our fair share of the profits, affordable health care, and an end to the reclassification of our workers as independent contractors,” he said in the letter.
 
Litte also thanked members “for their loyalty and passionate support” as negotiators “take on their most crucial issues in this set of negotiations.”
 
The strike will begin if both sides fail to reach at least a tentative deal in two weeks. Negotiators from both sides have agreed to seek a two-year deal instead of the original five-year deal. The strike would be the first strike conducted by the union and against the shipping companies in their history.
 
The strike is estimated to cost each company upwards of 100 million écu a day in lost productions, according to analysts from the Punta Santiago stock exchange.
 
Spokespersons from Alduria Logistics and Kerularios & Company confirmed all parties are “continuing to meet” but declined to comment directly on details of the letter.

The truck drivers and warehouse workers who serve the Port of Punta Santiago are asking for an improvement of their working condition, a wage increase of 35%, and a reversal of the recent classification of drivers as independent contractors.

Aldurian Logistics and Kerularios & Company are the companies targeted by this strike, the companies unionized two years ago.

The vote will ask union membership to strike if an agreement cannot be reached. This would be the first strike by the port employees. The union contends that the truck drivers have been wrongly classified as independent contractors, rather than employees, and are not paid the wages they are owed. The union also highlights poor working conditions, stagnant wages, and lack of benefits.

"The shipping corporations of Punta Santiago have a long history of violating workers' rights, and our members are sending a message that we're not going to take it anymore. They all unilaterally changing workers' pay and work assignments, and then demand we work long hours with no benefits. The pay has not increased for any of us in over two years, but trade volume here has doubled in that same time. Our members felt they had no choice but to strike in order to send these corporations and this Government that enables them a wake-up call," said Maria Lopez, a spokeswoman for the Aldurian Union of Teamsters.

Aldurian Logistics and Kerularios & Company have offered significant concessions in wage increases for employees in negotiations, but they are at an impasse at the reclassification of truck drivers. The previous contracts with both companies expired earlier this year, the first established after unionization. These contracts lasted two years. The union and the companies have been negotiating for a five-year agreement.

Sources with knowledge of the negotiations confirm that negotiations are tense, but that efforts are underway to strike another two-year contract instead.

Will Aldurians Pay to Drive? Punta Santiago Considers Tolled Express Lanes to Curb Congestion
 
NARBONNE, ALDURIA (NABC NEWS) -- You might one day be able to pay to beat traffic coming in and out of Punta Santiago.

City officials are looking at how to create express highway lanes that drivers pay a toll to access - a recommendation out of a congestion report recently issued by the administration of Mayor Joe Gagarin. The idea has raised concerns about equity and highway expansion.

"Once you get in the lanes, it will be like free sailing," says Angela Grenier, an urban planner involved in the City of Punta Santiago report. She lives in Narbonne and regularly drives into Punta Santiago for work. "This can really help relieve congestion as our country keeps growing."

The lanes vary in price depending on traffic. If traffic increases, the price of the lanes increases too. The idea is that some drivers, like Grenier, will move out of the general lanes and into the express lanes — and ideally, speed things up on both sides in the process.

The rapid economic and population growth across Alduria has revealed the serious problems the country faces as its transportation infrastructure struggles to grow with it.

Local governments are increasingly exploring more ways to make existing infrastructure work better and planning for the construction of new highways, rail, and even mass transit systems. But the national government is ignoring the problem and it's starting to not sit well with the average Aldurian, according to Michael Roberts, the director of the advocacy group Transportation for Alduria.

"Instead of pricing people out of the existing infrastructure, we should be focused on expanding our current roads and railways, not to mention build mass transit systems that can usher people in and out quickly and efficiently," says Roberts. "We need more investment in infrastructure, otherwise, our economy will feel the hit."

Joan Albion, president of the Alduria Taxpayers Foundation, says express lanes are worth exploring but the government should try to get people to ditch their cars altogether by adding tolls. "There are a lot of roads in Alduria that we don't toll that we could use that money to help invest in public transit to accelerate the improvements and the modernization so that we have public transit as a viable alternative," says Albion, who was also vice-chair of the City of Punta Santiago's commission on the future of transportation.

There's no single solution to traffic. The report on congestion makes several other recommendations, including improving public transit and increasing telecommuting.

Alduria Testing Autonomous Border-Patrol Drones

CORRADA DEL RIO, ALDURIA (NABC News) -- The Aldurian Aviation Corporation is receiving funding from the Department of Defense to try its latest small rotorcraft in operational environments over the next three to six months. In a partnership with the Coast Guard and the Border Guard, autonomous drones shall be tested that can provide situational awareness for agents working between ports of entry.

The AAC has been working with colleagues at the Department of Defense's Science and Technology Directorate to build and test prototypes of their autonomous small unmanned aircraft systems, or sUAS.

“The AAC's system capability enables a sUAS to launch from and land on the bed of a moving vehicle, in addition to providing fully autonomous navigation coupled with a securing mechanism, advanced computer vision capabilities, and customized communications interfaces,” according to the announcement from the Department of Defense. “Through a combination of integrated technologies, including full-motion video, automatic target detection, and geolocation, the AAC seeks to provide our men and women in uniform with a portable, ruggedized detection system that provides real-time situational awareness in the field.”

If the demo is successful, the DoD can opt to continue the project with larger funding awards for phase two, which consists of building a pilot-ready prototype within three to six months. Phases three and four—with the same funding and time ranges—provide for testing the prototype through a pilot and in various operational scenarios, respectively.

PUNTA SANTIAGO, ALDURIA -- The Aldurian economy slowed this 3rd quarter to 2.32%, from a year-on-year average GDP growth of 6.4% since the ratification of the Constitution, projections from the Bank of Alduria have shown. Phillip Heinault, senior economist at the Bank of Alduria, said that logistical bottlenecks, such as the limited inter-provincial highway and the lack of air, sea, and rail links are a major cause of this economic downturn.

"Production is keeping pace with the current technology," says Heinault, "...but it's the businesses not being able to get their goods to the markets that is slowing individual and collective business growth. Economic activity remains highly centralized at Punta Santiago thanks to its proximity to government regulators, an airport, and more importantly, to a seaport, but if you look at economic growth in the provinces, the farther you are from the capital, the more dismal the economic performance."

Not all is gloomy, however. Says Heinault: "Consumer confidence and spending remains high. Our M3 money supply is growing, but the inflation we're seeing, now hovering at 5%, is the result of too much money chasing too few goods. Trade with our Euran and nearby neighbors is helping pick up the difference in the lack of products, but the internal consumer demand remains high. People have money now. Investor confidence in Alduria also remains high - you can see this in the number of businesses being incorporated, the sustained drop in unemployment, the rise in office property as well as residential rental prices in the national capital, the increasing consumption and need for greater electricity supply." When asked if the Bank of Alduria intended to raise interest rates or increase bank deposit requirements, Heinault said that the matter was being carefully studied. Trained professionals, he said, are running out, with businesses practically in a bidding war in order to win over the best talent. The question on whether to allow in foreign workers or expatriate professionals and executives was a matter best left to Parliament, concluded Heinault.

Among the written recommendations issued by the Bank of Alduria to the Government are the institution of a one-stop-shop system with respect to government permits for businesses, computerization of local governments, an income tax holiday of 3-5 years for entrepreneurs and start-up businesses, greater access to loans and credits, expansion of the Postal Savings Bank network, technical training for prospective entrepreneurs, and the semi-privatization and provision for retail investor accounts in the nascent Punta Santiago Stock Exchange.

"Everyone wants to participate in the Aldurian economy, to make money, but some just don't know where to go and how to start," said Gustavus Van Halen, an Aldurian of Batavian descent, proprietor of a well-known jewelry shop located in the business district. Van Halen's is a good example of a solid Aldurian business, with humble beginnings as a pawnbroker, a business started by his father, now retired. Aside from the jewelry business, a sister company is now becoming a mid-sized auction house.

"It might do well for the different professional and trade interests to organize, I mean if the workers can do it, why can't we?"
